Federal Court and Tax Court welcome new judges, Love Saint-Fleur and Laurie Goldbach

The Minister of Justice and Attorney General of Canada, Arif Virani, has announced the appointments of Love Saint-Fleur as a judge of the Federal Court and Laurie A. Goldbach as a judge of the Tax Court of Canada.

Love Saint-Fleur served as Commissioner for the Refugee Appeal Division at the Immigration and Refugee Board of Canada (IRB) in Montréal. She is experienced in international law and human rights and has held significant decision-making roles in provincial and federal immigration departments.

Fluent in four languages—French, English, Haitian Creole, and Spanish—Justice Saint-Fleur holds a Bachelor of Laws from Université de Montréal and advanced degrees in international law from both Paris 1 Panthéon-Sorbonne University and Université du Québec à Montréal. Her career includes work as a legal expert for the United Nations in Haiti, as well as serving with the UN High Commissioner for Refugees in Venezuela and Ecuador. She has held decision-making roles at the IRB since 2012, where she trained new members and coordinated decision-making at the Refugee Appeal Division.

Laurie A. Goldbach was a partner at Borden Ladner Gervais (BLG) LLP in Calgary. Goldbach brings 25 years of experience in tax litigation and dispute resolution. She began her litigation career with Bennett Jones LLP before moving to a tax litigation boutique within Deloitte LLP in 2014. She joined BLG LLP in 2017 where she led the national tax disputes practice and served as regional group manager of the specialized business group.

Justice Goldbach has clerked with the Court of Appeal for Ontario and has litigation experience across Canadian courts, including the Supreme Court of Canada. She has also been an active leader in the legal community, chairing the Canadian Bar Association’s Tax Court Bench and Bar Committee and promoting mental wellness initiatives for legal professionals. She is a long-time supporter of ASSIST and co-chaired a task force on mental wellness among dispute lawyers.

Minister Virani expressed confidence in Justices Goldbach and Saint-Fleur, wishing them success in their new roles at the Tax Court of Canada and the Federal Court, respectively.
