Global law firm Hogan Lovells announced that Jennifer “Jenny” Fleury has rejoined its global regulatory and intellectual property practice as a partner in its antitrust, competition, and economic regulation (ACER) practice in Washington, DC.

Fleury returns to the firm after serving as deputy chief trial counsel for the Federal Trade Commission (FTC) Bureau of Competition.

“We are pleased to welcome Jenny back to the firm,” said Janice Hogan, practice group leader for the global regulatory & intellectual property group. “Her track record and deep understanding of antitrust litigation will be invaluable to our team and clients. Jenny’s insights into current enforcement priorities and policy developments will build on our existing capabilities and offer clients a fresh perspective from recent government enforcement efforts.”

While at the FTC, Fleury led significant cases and helped manage the Bureau of Competition’s litigation docket. Notably, she served as lead counsel in the FTC’s successful challenge of the IQVIA/Propel transaction and played a key role in several other high-profile antitrust cases. Fleury’s experience includes shaping trial strategy, overseeing legal teams, briefing FTC Commissioners, and coordinating with international and state regulators on complex antitrust issues.

Logan Breed, global co-head of Hogan Lovells’ ACER practice, noted Fleury’s timely return. “Jenny’s return comes at a crucial time as we continue to strengthen our partner ranks and bolster our antitrust practice in the US market. Her experience with the current Commission’s enforcement approach, particularly in tech and health care antitrust cases, will provide valuable insights and enhance our ability to serve clients effectively.”

At the FTC, Fleury helped develop litigation strategies that aligned with the agency’s enforcement priorities, particularly in the technology and healthcare sectors. Her expertise has been recognized for its impact on antitrust law.

Fleury expressed her excitement about rejoining the firm. “I am thrilled to return to Hogan Lovells and contribute to such a dynamic and esteemed practice. My experience at the FTC has equipped me with unique insights into antitrust litigation, and I look forward to leveraging this knowledge to benefit our clients and enhance our capabilities.”

Washington, DC office managing partner Ajay Kuntamukkala highlighted Fleury’s importance to the firm’s growth in the capital. “Her addition underscores our commitment to expanding our presence in Washington, DC and building our leading antitrust capabilities. Jenny will play a pivotal role in driving our strategic initiatives and delivering exceptional service to clients in antitrust matters.”
