Metrolinx and Infrastructure Ontario (IO) solidified their commitment to revolutionizing the Greater Toronto and Hamilton Region's transportation landscape by signing an agreement with ONxpress Transportation Partners for the On-Corridor Works project, marking the most ambitious endeavor in Metrolinx’s GO Rail Expansion program. This multi-billion dollar initiative aims to electrify and enhance the regional rail network, promising more frequent service, reduced journey times, and a modernized system. ONxpress, a consortium of Canadian and international firms including Aecon Concessions, ALSTOM Holdings, FCC Construccion S.A., and Deutsche Bahn International Operations, is tasked with the design, construction, operation, and maintenance of all GO Rail infrastructure and trains over a 25-year period. The project encompasses comprehensive upgrades including track work, electrification, and the overhaul of Union Station’s tracks and platforms, with the ultimate goal of offering 15-minute or better service on key GO Transit lines. Executed as a Progressive Design-Build-Operate-Maintain (DBOM) model, this collaborative venture enters a Development Phase to detail scope, risk, and pricing, set to be disclosed in 2024. The selection of ONxpress followed a meticulous Request for Proposals process, emphasizing design, operations, and a competitive pricing strategy, under the vigilant eye of a third-party fairness monitor. The project’s assets, integral to Ontario’s public transportation infrastructure, will remain under provincial ownership and Metrolinx management.
