On March 19, 2025, Alto signed a Pre-Development Agreement for the Alto High-Speed Rail Project, marking a major milestone in the development of Canada’s largest public infrastructure initiative. Initially announced by the Government of Canada on February 19, 2025, the project will establish a high-speed rail network connecting Toronto and Québec City. The planned system includes nearly 1,000 kilometres of electrified track, with dedicated passenger lines and peak speeds of up to 300 km/h, significantly reducing intercity travel times and lowering the carbon footprint of transportation along the corridor.
The newly launched phase will involve finalizing the route, securing environmental permits, acquiring necessary land, and engaging in discussions with First Nations and local communities. It will also help determine the project’s cost structure, financing model, and construction timeline. Alto is supported by Cadence, a consortium with extensive international experience in designing, building, financing, operating, and maintaining large-scale rail projects. Together, the two aim to deliver a modern, efficient transportation system that enhances connectivity, economic development, and sustainability in Canada.

The DLA team supported Alto’s internal legal, commercial, and technical leads, including Ian Bendell, Felix Turgeon, Jacynthe Audette, and Maria Luisa Dominguez, respectively. The transaction value has not been disclosed.
