On February 15, 2024, Metrolinx (Contracting Authority) reached financial close with Strabag Eglinton Project Inc. (Project Co), a corporation incorporated under the laws of Ontario, to design, build and finance the second underground segment of the Eglinton Crosstown West Extension, which includes a 500-metre tunnel from east of Jane Street to Mount Dennis Station. The contract is valued at approximately $255-million. Strabag Inc. will act as the Construction Contractor.

The project includes the design and supply of mining and tunnelling equipment, the detailed design and construction of the launch and extraction shafts and tunnel portal east of Jane Street, the detailed design and construction of the tunnel between the portal and Mount Dennis Station using the sequential excavation method, modifications at Mount Dennis Station to accommodate extended Eglinton Crosstown LRT service and utility work and road modifications along Eglinton Avenue West to accommodate construction activities.

The Contracting Authority legal team was led in-house by Brandon Walker, Senior Legal Counsel, Transaction Legal with Infrastructure Ontario and Melissa McGugan, Director, Legal Services with Metrolinx and supported by Blake, Cassels & Graydon LLP with a team that included Marianne Smith, Jason MacIntyre, Alyssa Shivji, Stephanie Console, Chris Wong, Karishma Prasanna and Matt Wiwatowski.

Osler, Hoskin & Harcourt LLP led the Project Co legal team, which included Chris Bennett, Tobor Emakpor, Marta Rochkin and Kyle Abrey.

McMillan LLP represented the National Bank of Canada and the Bank of Montreal, which are financing the project, with a team that included Julie Han, Ahsan Mirza, Shahen Mirakian, Brent Thomas and Rachael Girolametto-Prosen.
